Bulk Billing Incentive (BBI) from November 1st 2025
From 1 November 2025, Bulk Billing Incentive (BBI) eligibility expands to all Medicare-eligible patients — not just children under 16 or concession card holders

Summary – what you need to know
Expanded eligibility – ALL Medicare-eligible patients now attract a BBI under the new rules -> earn triple or single incentives on all patients who previously did not attract BBIs.
Current Incentive amounts– Triple BBI — item 75870: $21.85 and Single BBI — item 10990: $7.35
Triple & single BBIs apply to the usual item codes– Triple BBIs apply to most face-to-face consultations (longer than 6 minutes, any location, any time) and to Level B telehealth consultations (eg. 91891, 91800). Single BBIs typically apply to urgent after-hours and other relevant telehealth consultations.
No change to your billing workflow – Incentives will continue to be added automatically on the billing screen after each consult, to each MBS item according to eligibility criteria — you select the item as usual, DaVinci adds on the eligible BBI.
IMPORTANT: Temporary payment delay– Please expect a delay in Medicare payments between 1 – 7 November due to Services Australia system updates and our IT team’s work to ensure claims are processed smoothly going forward.
